How do I reinstall Lightroom after my hard drive died on my computer? I have a new computer, I have a back up with my photos, but I don't have my LR catalog.

You need to find a recent backup of your catalog file — you will first have to unzip it, then double-click on the unzipped catalog file to open it in Lightroom Classic.
