Remove sync / make public top bar from view?

Can anyone tell me how to move this sync / make public top bar from view? 

 

I can't figure it out. Takes up really unessessary screen real estate.

The short answer is that this button can't be moved or hidden once you've synced a collection. From a workflow perspective you could scroll it out of view or turn sync on / off.
