removing photos from lightroom

My Drive C was full so I transferred all my photos to a hard drive.

They all show in folders in lightroom and say file missing.

how do I clean out lightroom and start over?

    You don't clean out Lightroom and start over. This would be a mistake.

    Instead, in Lightroom, you reconnect the folders to their new location. Right-click on a top level folder and select Find Missing Folder and point to the new location of the folder.
