Resource usage when generating previews

Importing 5.000 RAW shot on R5 Mk2 so 42mpx) with standard preview generation, LrC is set to use GPU for preview generation
 
Import took just 2 minutes, standard preview generation took 20 minutes but what puzzles me the most is the resource usage: CPU is still the one being used the most bedtween 30-95% while GPU only between 5-25% with constant 2GB VRAM used.
 
Is this normal?

That's within the normal expected range of utilization and roughly what I observe on my Macbook Pro 2023 M2 Max. There are many parts of building previews that can't be effectively executed on the GPU -- reading the original photo from disk, parsing it, interpreting the develop settings and preparing them for execution on the GPU, writing the results to disk, updating the database indexing the previews.

 

What's more important than relative GPU/CPU utilization is whether you get a significant speedup when the option Preferences > Performance > Use GPU For Preview Generation is enabled. I just tested on my Macbook, and building standard-sized previews for 250 raws from diverse cameras went 1.76 times faster with the option enabled (16.4 photos/sec versus 9.3 photos/sec). (The raws were stored on an internal SSD.)
