Right Left Arrow Keys do not work in develop module after Remove Tool used

In Develop Module, after using the remove tool (doesn't matter which of the remove tools is used), the right left arrow keys no longer work to go to next photo.

Workaround:  If you click the Library tab and back to Develop, the right / left arrow keys will work again.

Reproduction steps.

1. In develop module

2. Use right or left arrow key to move to a picture

3.  Select remove tool

4.  Remove a selection using the Remove Option (or heal or clone)

5.  Hit <enter> to accept

6.  Attempt to move to next picture with left or right arrow (does not work)

Windows 11

14.3 Release

The left and right arrow keys have always worked this way and Adobe doesn't consider it a bug (i.e. it's "as designed"). More generally, there are several contexts in which various Develop tools "steal" left and right arrows:

- On Windows, but not Mac, if you adjust a slider with the mouse, then left and right arrow will move the slider.

- If the Crop tool is open, left and right arrow will nudge the crop.

- If the Remove tool is open, it always intercepts left and right arrow, moving the current selection if one is selected.

- If the Mask tool is open and a mask or mask component is selected, it intercepts left and right arrow.

There are a couple of workarounds:

- Use Ctrl/Cmd Left/Right Arrow, as described by Rikk Flohr.

- Click the Edit button to close the offending panel before typing left/right arrow:

The documented shortcut for doing this is [Ctrl/Cmd] + Arrow, which is working
To see the documented KBSCs, use [Ctrl/Cmd]+ [ / ]
