Second screen overlays first screen

This issue is back.
I have two monitors and extend the displays. I run LRC on the left monitor. When I open the second window it opens on the left monitor. If I drag the main window part way over to the right monitor, open the second window and then maximize the main one, the main window snaps to the left monitor and the second to the right.
It does not matter which monitor is considered primary or which is labeled as 1 or 2.
