Is the link I send to my clients from the Lightroom app good enough to print portraits?  If not, what is the best way to send pictures to them so they can print?

From Lightroom Classic-  If you share photos in a 'Mobile' album, and allow downloads, then your clients can download the photos as JPGs from the link, but they will be limited in size to a long edge of 2048 pixels. They may get a satisfactory 8x10inch print from this size.

If they need higher quality, for larger prints, then you would be better to Export from Lightroom at a suitable size and put these files in a shared Dropbox folder. (or Post a USB stick )
