Slow loading in Library but is fully loaded in develop

I just finished a new build. I'm having way too many issues with MS windows and LR is adding to the mix. When I click on an album it's very slow to load the previews. I take this as it has to search for the images on the drives even though I made sure to keep the same drive letters. The images "Load" forever...but if I switch to develop there they are! I'm really puzzled.

I'm also having an issue where if I close LR then try to restart it.....nothing!
