Slower Import & Export for LRC 13.0 & 13.0.1

Question

With preview creation upon import and especially exporting JPEGs I noticed it running a lot slower and opening up task manager and a lot of the threads weren't being used by Lightroom with overall CPU use down to 40-50%. When I downgraded LRC back to 12.5 it sped back up using all the threads and running the CPU back up to 85-100%.

I'm on Windows 10 Pro 22H2 with a Ryzen 3900X machine & 32GB of RAM.

GPU export is turned off as that has been slower than using my CPU.

Exactly, no matter when GPU export is turned on or off, the task manager looks exactly same. CPU +-20%, GPU +-20%. Seems like bug, which forces using GPU.
