The Any Vision plugin, which uses Google Gemini, can extract numbers and assign them to keywords (among many other things the plugin can do with Gemini):

You can filter for numbers having at least, say, three digits, and you can ask Gemini to extract numbers from specific parts of the photo, e.g. the front of a trolley car:

No, that is not possible. It would require OCR (Optical Character Recognition) and that is not built into Lightroom Classic.
