Storage is 'full'. But then it's not. How to find what is actually 'used' and manage storage

 I'm on Photography plan using Lightroom Classic. I get an error that 'storage is full' I've exceeded the 20GB storage - sometimes. If I click on the link that sometimes appears to 'manage' the storage, there are zero files stored. If I go into Lightroom app on the web, I see 200GB out of 1 TB used. I have no idea how to solve this since I can't figure out what is 'full'. All I do is sync photos from iPhone to Lightroom Classic using the Lightroom app in iOS. Oh, on top of that many of my older mobile files show as 'unlinked' in my Classic - so I can't view the files in Classic anymore, and can't find them to relink them - even though many (most) are still stored in the iphone.
 
As an aside - man what a terrible support system Adobe - I've been tortured by the virtual chat bot, searched the 'help' to be presented with dozens of irrelevant articles, trred to find a human to chat or email a support issue - all but impossible to find.  Even though I read this page https://helpx.adobe.com/contact/what-contact-options.html which indicates phone & chat are actually available for Lighroom. It's just so bad.

Your screenshot shows Adobe Express. I could be wrong, but I don't believe that has anything to do with the 20GB cloud space you get in the Photography Plan.
