Switching computers ?

I have an old HP desk top PC. I'm going to switching to a Dell "All-in-one" in a few weeks. I have a lot of stuff that I want to transfer to the new PC. Specific to this conversation is PhotoShop and Lightroom Classic. I have an annual license for the these two products. How do I go about getting this done?
