Sync Issues with Lightroom Classic (12.1 Mac Ventura 13.0.1) Mobile and Web

I can't get Sync to work correctly. I supect it has to do with Dropbox and my iphone and Classic all fighting together. 

The Lightroom classic just keeps trying to upload and download tons of photos but never finishes. I've done all the standard stuff like opening and closing LR Classic, checking Lightroom Mobile and Lightroom on the Web, rebuilding the catalogue, looking for corrupted files,  Synchronizing the "camera uploads" folder. nothing seems to help. 

I've read some advice online, but I can't find out how to "Rebuild Sync Data" 

I'm going crazy.
