Lr Classic 7.4 shows 'Syncing 8 photos' and has done for weeks. Checking in Preferences shows there is no Sync Activity and ZERO images awaiting upload/download/pending ..... how can I 'reset' the syncing message?

    To clear the sync error

    - in the catalog panel (library module, left column) - you'll see Sync Errors and you can select and remove or

    - in the preferences > sync tab (hold down the option key and tap Rebuild Sync Data button) or

    - in the remove from the browser version.

Usually (not always) sync errors are due a missing original file.

I had "Syncing 2 photos" showing up for a couple of weeks, and no sync errors showed up in the catalog panel, and no activity showed up in Preferences > Lightroom Sync.

But your suggestion of Rebuild Sync Data finally got rid of it.
