Syncing between Lightroom Classic and Mobile Still unreliable

I love that you *can* just sync a collection from your desktop and do some editing and culling on the couch with your iPad, but the fact that it seems completely unreliable (still!) is f-n infuriating. To get here I:
- Imported 713 photos into LR Classic
- Created a collection
- Synced collection to the cloud
- Sat on the couch with my iPad and culled and edited the 713 images down to 216 with 2+ stars)
- Made sure Lightroom Mobile on the iPad showed everything was synced and backed up
At this point the edits and ratings should be synced back to Lightroom Classic where I can then do some final edits and do my final export. But no.
On Lightroom on the web it shows 216 of 713 images have 2+ stars.
On Lightroom CC on the desktop it shows 216 of 713.
On Lightroom Mobile (iPad and iPhone) it shows 216 or 713.
On Lightroom Classic it shows 168 of 713 total images.
Classic also shows "Syncing 1 Photo" (seemingly all the time).
I have:
- Restarted Lightroom Classic
- Signed out and back in to Creative Cloud
- Rebooted my mac
- Left it alone for a while
Still shows 1 Photo Syncing and 168 of 713. WTF is going on here. What do I need to do?
I can't even really just go in and redo the edits because there's 50 potentially random images who's ratings didn't come through so I have NO idea which ones.
