Syncing issue with Lightroom Desktop

I am a Lightroom Classic user but I do occasionally use LR mobile or LR web. I have several Collections in LRC that I sync to the cloud and that for the most part works well. Albums of the same name show up in LR Mobile and LR Web
I recently tried out LR desktop, specifically the Local function, but also looked at the Cloud option. I assumed, perhaps wrongly, that any editing done in an album in LR Desktop, then added to the cloud, would sync back to the synced Collection in LRC. However, this does not happen. The new edit does sync to LR mobile and LR web, but not LRC.
I then edited a photo in an album on LR web, and that edit synced to LR Desktop and LR mobile, but not LRC.
I noticed in LRC when I click the cloud symbol to show the syncing status, that it shows 14 photos syncing, but when I click the Sync Preferences icon, it shows that there are no sync activities. Several hours later, the cloud icon shows 14 files syncing, but nothing ever happens.

I did reset the sync data and now when I click the cloud symbol, I see 286 photos syncing, but the Sync Preferences icon still show no sync activity, but it shows that 325 photos have already synced. No change in these numbers overnight.

I run Windows 10 (up to date) and all versions of Lightroom are the latest.

My graphics card is an NVidia GeForce GTX 1650 Super with the latest driver installed.

I have restarted my computer 2 or 3 times to no avail.

What else can I try?
