Syncing Lightroom Classic to Lightroom CC

Hi all - I am trying to figure out why my Lightroom Classic CC won't sync with Lighroom CC. In other posts, it seems that there should be an option to sync in the main menu dropdown here. Does anyone know if/why there is an option missing here?

And your Version Number of Lighroom-Classic is....?

Current release has the Cloud icon in the top-right corner of the screen. (not near the Identity Plate)

And you need to mark specific standard Collections to sync 'up' smart previews to Lr-mobile versions.

You can only 'sync' from one LrC catalog on one computer.
