Thetering CANON 7D

It seems that my Canon 7D camera can no longer be used for tethering in Lightroom Classic (LrC). The camera appears in Windows Explorer, and I can transfer data from the camera to my laptop. I can also import photos directly into LrC, and they are placed in a designated location in the library. In other words, the camera is recognized by both Windows and LrC. The CF card is formatted. On the display of my 7D, I see the message "busy."
