Trying to find help for Lightroom 6 desktop

Trying to find help for Lighroom 6 desktop and this is where I wind up.  Every Help option seems to refer to Cloud version.  Very frustrating,

 

LR 6 has stopped opening.  I tried to recover from backups of: 1) LR (w/o deleting program first) and 2)  Adobe directories in Programs and Programs x86 .  Also tried re-install from LR program file.

Many who have experienced this weren't running the last update to LR 6 (6.14), and updating to 6.14 solved the problem. You can download 6.14 from here:

What exact version NUMBER of Lr 6? What operating system version NUMBER? How far into the opening process do you get? If there is an error message, please quote the exact complete unedited word-for-word error message.
