The UI in Lightroom 4.x and Photoshop CS6 was not optimised for HD screens, hence the small text, etc. For best results when using this type of screen you'll need to update to the latest version of both applications.

Ok, got off my rear end and started my workstation.

    Fonts in Lightroom Classic

/Preferences/Interface/  select Font size, relaunch required after changing. Just experimented on my rig, works

Fonts from WIndows 10 System settings

/Settings/System/Display/  tweek the Scale and Layout

I take it this is a Windows OS laptop. One sure way to fix this is to reduce your resolution, As you stated HD screen, I assume 4K or better? Reduce it down to 2K.

Also, and I am not at a PC, and my copy of LR is not so ancient, but in Preferences, options for font size exist, I have not been happy with that, but give it a try. You need to relaunch LR when you change that.
