Unable to authenticate lightroom 6

Hello I need help setting up Light room , I have installed in different computers a DVD version, and for some reason when I install it on a windows 8.1 laptop it detects it as a mobile version and will not allow me to use the develop module, (making it useless) although  I paid for this version if I try to enable a web based account  it keep asking me to purchase a plan.

    A single Lightroom license only entitles you to two simultaneous installations for your own personal use. And Lightroom 6 does not include Lightroom Mobile.
