Unable to copy or paste settings with new update.

I am not a professional with this program so it may be a user error or a simple fix, but I have not encountered an issue like this until now and I could use some help. I did the new update to the Lightroom Cataglog V-13 and now I am no longer able to copy any settings from new or existing photos, or photos that I edit from my mobile then go back to later on my desktop. When I hit the copy option, the copy hot key or go to the dropdown and select copy settings, everything gets greyed out, as if the pop-up window is there but it is not, and the only way to get out of it is to hit the escape button. I have tried a few of the reccomended fixes for this issue to no avail. I have been unable to do any editing on my desktop since the update and its been very frustrating working soley from a phone screen. Any help would be greatly appreciated.

LR may be getting confused and opening the copy dialog off screen or on the secondary display.

 

1. Do Window > Secondary Display. If the menu item Show is checked, click that menu item, which will close the secondary display.

 

2. If that doesn't help, try resetting LR's preferences:

LR sometimes soils its preferences file, and resetting it can fix all sorts of wonky behavior. That article explains how to restore the old preferences if resetting doesn't help.

Are you working with Lightroom or Lightroom Classic?  I too am on the latest updates and the system of copying settings from one image to another works for me with both.  Can you try to give a little more detail of they methods you are using.  Screenshots would help a lot in pinpointing what you are doing.
