Unable to Create a new Catalogue in Lightroom Classic

I keep getting the following error message when i am trying to create a new catalogue.  Its becoming very frustrating.

    This doesn't seem to be an error message when you try to create a new catalog. This seems to be an error message when you try to launch Lightroom Classic and it can't find the catalog file. So could you please clarify when this message appears?

     

    Also, does the folder mentioned in that message exist?

    Yes this appears when I try to create a new catalogue.

    Does the folder exist? Do you have write permission to this folder?
