Images just do not drag. Why?

Firstly, you have to drag the photo by clicking on the Image portion of the thumbnail, and not its grey border.

Second, Dragging a photo from one Collection to another Collection does NOT 'move' the photo. It simply adds it to both Collections.

Collections are just virtual lists of selected photos. One photo can be added to one or many Collections.

Another possibility: if this is a Smart Collection.

With a Smart Collection, unlike a standard Collection, it is only the particular attributes of each photo which determine what is seen - taken in combination with the Smart Collection's automatic inclusion rules.

The user cannot interfere directly in that. The user's only control is to alter what these rules say, and/or to alter the attributes of particular photos. The membership of each Smart Collection automatically updates itself continually. Any photos which stop qualifying to belong, magically remove themselves - and any which start qualifying to belong, magically add themselves.
