Unable to Move or Reshape Masks

I am having some trouble trying to move or reshape masks. For example, before, when I would try to move or reshape a Radial or Linear Gradient, I would select the mask, and then a grey circle and lines would appear to allow me to make the appropriate adjustment. However, now, when I would select a mask, only a color overlay appears and I am unable to move or reshape my mask as I could before. Furthermore, for some apparent reason, it only works normally when I have OBS open/running, and once I close/exit OBS, the grey circle and lines disappear and stop working normally again. Does anybody know what is going on and how I could fix this?

Make sure the linear gradient is selected. Press H

 

(I can't answer your question about OBS as I don't know what OBS stands for)

All brushes have pins, make sure the pins are visible, and click on the pin to select, and click/drag the pen to move.

That works, though only when I have my mouse hovered over my Windows
toolbar, so if you know how to deal with that, that would be great too.
Other than that, thank you so much!!

PS, OBS is a screen capture software on my PC.

I find this sentence difficult to understand. Can you please explain further?
