Unable to open my backup Catalog Retrieved from My Cloud Backup

My computer had a problem that required my to completely reload Windows 10 from the bottom up. That worked without a problem until I got to Lightroom. I restored my Lightroom backup files from my cloud backup service. The files downloaded into the usual place on the C drive however Lightroom could not find any of the original catalog information so it created a new catalog and started from scratch. I tried getting the files from other places I had them stored but nothing helped. 

What's going on here?

You're looking for files that end with .lrcat in your backup. Double clicking one will open it in Lightroom instead of the current one. If you're trying to use one of Lightroom's generated backups, you'll need to unzip it first.
