Unable to re-install Lightroom

I moved from Turkey to the Netherlands recently and Adobe blocked my account as I had a Turkish account. Now I've tried to obtain a Dutch licence but it seems inpossible to re-install Lightroom.

Are you talking about Lightroom (Lr icon) or Lightroom Classic (LrC icon)? Please tell us the version NUMBER of the software you are trying to install (do not use words like "latest" or "up-to-date").

What have you tried? Please tell us, step-by-step. What is stopping you from re-installing? Describe in detail what happens. If there is an error message, please provide the complete exact word-for-word error message.
