Are you having problems when applying the Upright transform to individual photos (one at a time), or when you Copy/Sync/Auto Sync the transform to multiple photos?

LR 9.2 introduced bug(s) with copying Upright transforms to multiple photos. But your symptoms sound different. I suggest you post a detailed bug report in the official Adobe feedback forum, where Adobe wants all bug reports and feature suggestions:

    https://feedback.photoshop.com/photoshop_family/categories/photoshop_family_photoshop_lightroom .

Be sure to include the first ten lines of the menu command Help > System Info.  Also, upload to Dropbox or similar a sample photo that isn't being handled well by Transform and include the sharing link. Provide precise step-by-step instructions for reproducing the behavior.
