"User presets" not showing up!

Hey!

So, I had Lr installed and then I got a new computer.

Downloaded Creative Cloud and most recent Lr.

But I can't import a single preset. The "User presets" folder is simply missing.

Apparently it is in the system (I looked for it and it's there) but it does not show up in my preset list.

When I try to import them by File>Import presets, nothing happens.

I also tried to manually paste my presets to the system folder, but no luck.

I've already checked the "store presets with this catalog" box.

Any ideas? I really need to solve this quickly as it is getting all my work delayed.

I just tested by creating a new catalog and had no problem importing a user preset. When you go to Lightroom>preferences and click the Presets tab, and then click show Lightroom develop presets, do you see all the presets from LR there?

I am on a Mac and they show up in my Lightroom folder in the Pictures folder (the default location for the Lightroom Catalog), Then in a folder called Lightroom Settings. When I tried importing a new develop preset I had on my computer elsewhere, it placed it into the Settings folder inside the Lightroom Settings Folder. I also tried manually copying a custom setting into the Develop settings>User Presets folder, and they both appear when using Lightroom. 

Is it possible that LR did not install correctly? My only thought would be to uninstall Lightroom (using the CC app) then restart the computer just to make sure, and then redownload and install LR.

And yes, I am on a brand new computer and had just installed LR also before I tested for you.

And if I made a bad assumption, please accomplish the following (I should have requested this first)

In LR, click on Help, click on System Inforation, click on Copy. Paste that into a reply.
