What does this "hand/finger" icon do and how to I turn it back on?

Restarted Lightroom and now the icon has appeared again 😮
I have no idea why it disappeared in the first place, but when I started Lightroom yesterday, the icon wasn't there. So I'm no where nearer why it decided to suddenly appear today.
Anyway, for future reference, this icon is called "Touch Workspace" and it seems that it's related to touch enabled devices - see more here:
