what happened to import to a collection?

I had an OS crash and all my apps had to be reinstalled.  Now when trying to import photos I am not getting the option to import to a collection like I used to.  It’s a different screen layout.  See screenshot.  Anyone know what happened to that option?  It used to show up on the righmost panel of the screen, with an option to create a new collection if needed.  Thanks.
