Hi Raphael

It’s an additional method of sharing photos that have been sync’d via creative cloud to mobile devices.

You can group selected images into a display package with covering photo and a link is automatically generated. You can then send the URL to friends.

Yes LR for Web can be accessed from any computer. For example if you were travelling and staying in a hotel which provided a public computer; you could import photos and start sorting and picking. The images would be synchronized and waiting for you when you get home and launch Lightroom on your desktop computer.
