Where are Lightroom Classic color label settings stored?

A friend of mine has installed å brand new pc. 
The photos are on an external disc, and the catalog file is copied over to the new pc. Updated LrC is started, and all photos are available. It is verified that the catalog file is the same.
One thing is missing - the color labels are not correct.
I think we found the templates in: C:\brukere\[user name]\AppData\Roaming\Adobe\Lightroom\Label Sets, but where are the settings stored?

Color labels are stored in the catalog as text, and which text defines which color is stored in the color label set. By default the text is simply the label color, so a red label is stored as the word 'Red'. You can change that yourself, however, by creating a different label set. In that case a red label could be defined by any other word, such as 'HDR' or 'To be worked on'. What often happens when people move a catalog to a different computer is that these custom label sets are reset to the default, so once again Lightroom is looking for the word 'Red' to show a red label, but it finds the word 'HDR' and does not know what color that is supposed to be. So it is as I think I learned - the labels are stored in the catalog file. Then the key to showing the correct colors of all labeled photos must be the templates, especially if they are changed by the user. Yhank you very much, JohanElzenga.

The file with extension ".lrtemplate" contains the list of colour label entries. You can inspect that with a text editor such as Notepad. A particular colour label set once transferred, would need to be made active (by name) within the new PC, from the Metadata menu in Library. If LrC is already running when you copy that file in, closing and restarting the application may be necessary before you will see that set name in the menu.
