Your i7 Mac mini is using an integrated GPU, which in their wisdom, Intel only allocates 1.5GB of memory to. If you're intent on keeping with the computer, then you can use an external GPU. However, the price of these and their relatively poor performance compared to a new M2 based Mac mini needs to be factored into how you might proceed.

More details on using an external GPU can be found at https://support.apple.com/en-gb/HT208544

and some examples of suitable options at https://machow2.com/best-egpu-for-mac/

I think you're referring to the AI masking's People command, which requires at least 2 GB of VRAM.

Adobe stubbornly resists providing an option that would let you disable the use of the GPU when doing AI masking. (AI masking runs fine, but more slowly, on computers with no GPU.)  So you're in the infuriating position that a computer with no GPU can run features that your computer, which has a GPU, cannot.

Please add your constructive opinion to this feature request:

and be sure to click the Upvote button at the top-right and Follow at the bottom of the first post. That will make it a little more likely that Adobe will consider implementing the feature and you'll be notified when they do.

The GPU either has the memory or it doesn't with the Intel Macs. It's only the M1 and up chips that have shared memory.
