Can I make it a default import location? This is the only location I import from and I have to use explorer to find it every time (where do other people import from? this seems like a no brainer default location)

Yes, you can set a default import location in Lightroom Classic. In the Import dialog, once you’ve navigated to your preferred source folder, Lightroom should remember that location the next time, as long as you don’t change it manually. You can also create an Import Preset that includes your preferred source, destination, metadata, and file handling options. Just set it once and save it as a preset to reuse with a single click.

I don't know if this works in Windows, but on macOS I just drag whatever folder I want to import from, and drop it on the Lightroom Classic application or shortcut icon. Lightroom Classic opens, and makes the dropped folder the source for that import.

Also, in the Import dialog box, if you open the Select a Source menu, is your Downloads folder in the Recent section of import sources, shown in the picture below? If it’s already listed there because you’ve imported from it before, you can always choose it there in a couple of clicks.
