Writing data to JPEGs when working wtih RAW and JEPGs

Hi,I have some folders with RAW + JPEGs and when I import these I don't treat them separately.  When I go to write the metadata, things like ratings, keyworkds, and captions, it looks like the metadata doesn't get saved to the JPEG, only to the raw.  Is this what is supposed to happen?  It is an issue becuase it doesn't actually keep the metadata with the files, I know other apps focused on cataloging and data give this option to make sure you keep the metadata in the jpeg file, not just the sidecar.

Using windows lightroom classic.

Yes, this is supposed to happen. The jpeg files are treated as sidecar files for their embedded preview only.

What about if I do something like edit the capture time -- this only edits for one file (RAW)? And the other one (JPEG) continues to have the wrong and now conflicting metadata?

I never tried that, but I do expect so. If you want Lightroom to treat the jpeg files as images, then you have to set that in the preferences.
