Wrong photos flagged when using scroll wheel to advance photos on second monitor

Repro steps:

1. Open a catalog in grid view

2. Open second monitor in loupe view

3. While using mouse wheel to scroll through photos quickly on the second monitor loupe view, press P or X to flag / reject photos. Do this before the photo has fully loaded.

Result - incorrect or no photos are flagged.

Unfortunately I ran into this bug after culling over 5000 photos from a recent trip - thank goodness for backups but I need to now spend days culling these photos again.
