Ability to add borders and watermark when exporting on PC?

I would like to be able to export photos with a border (mainly the instagram border) like I can on lightroom mobile. However I am unable to add a watermark when exporting with a border on mobile too. On PC I don’t see no option to add a border when exporting, only a watermark.

My workaround is to export with a watermark, re-add the photos to lightroom then export with a border on mobile. This is stupid, and unnecessary.
