Add Atmospheric smoke bundle overlay to lightroom

Can anyone help me, I purchased the Atmospheric smoke bundle overlay but I can add it to my lightroom?

It won't let me add it in the presets.  It won't light up to allow me to add them.  They are jpg, which is suppose to upload onto lightroom.

Why is it not allowing me?

Was this a bad purchase?  

Before I purchased it said it was allowed with lightroom

"They are jpg"  unusual for Presets. Were the files supplied as presets?

 Normally Presets will be .XMP files for all Lr apps, or .DNG for Lr-Mobile.

At the site - https://smokeoverlay.com/product-category/overlays/smoke-overlay/  I don't see "Lightroom" mentioned. I think these "Overlays"  are primarily for Photoshop.
