Add button and Add photos greyed out LR CC - Version 2.2

I have just installed the above onto my Windows 10 laptop at work. I had used Lightroom desktop previously but due to work guidelines i have had to purchase 'CC'. I had removed LR desktop and preferences before installing CC. However , and i have already deleted the preference file by holding down shift-alt at startup and rebooted 3 times, the import button and the add photos menu items are still grayed out. At a loss as what to do next.
