Add files grayed out

I am unable to add pictures to my LR library.  The File/Add Photos is grayed out.  This was never an issue for rme in prior versions. I found a discussion on this issue from 2019 and questions were raised about licenses.  I have a creative cloud all apps license, and I'm running Version 7.
