Add Photos grayed out in Lightroom on Windows

Hi, I am unable to add photos to lightroom. I just downloaded it. I am not able to click on the + or when I go to file and then add photos I am not able to click on the option "Add Photos...". Additionaly, when I try to access the Learn page, I can click on the tabs at the top but nothing shows up. Please let me know what you can do!
