Adobe CC saves in cloud so can’t automatically find duplicates

I am frustrated with this product. I would like to have a primary save of my photos on my hard disc with a synchronised copy in the cloud. 
with over 140K individually looking for duplicates doesn't work. After a helpful conversation via online chat I have reverted back to Adobe Classic
