Adobe Feb 2019 LR Update Fails to function [Enhance Details not working]

My environments: desktop running LR Classic, laptop runnning LR CC - both updated with 10 OCT 2018 windows update and several subsequent updates.

Symptoms: chosing 'enhance details' on either machine results with warning to update system with cited windows update, also new merge capabilities are greyed out.

I have uninstalled all Adobe products, run the CC cleaner, and re-installed CC and apps -- no change in symptom.

Can you verify that for certain without relying on the Windows Updater saying you are up to date?

We have had many Windows 10 users here in the past week adamant that they are running version 1809 (the Oct 2018 update). Even providing screenshots from Windows Update showing they were up to date but they were not. It's confusing many Win 10 users.

When they checked, they found they actually had version 1803 installed. The Windows Updater had not yet reached them with the 1809 update.

Microsoft had a lot of trouble with 1809 back in Oct 2018 and pulled the update. It was re-released in Jan 2019 as a phased rollout which seems to be ongoing. Many Win 10 computers still don't have it installed but they report they are up to date.

Without version 1809 installed, Enhance Details will not work.
