Adobe Lightroom (not classic) will not load - photoshop+photoshop beta+classic fine

Approx two months ago Lightroom ceased to load into Windows 10

It starts, hangs, then creates a report.

We have uninstalled through Creative Cloud. Reinstalled various versions. Same issue

We have unistalled throught Windows. Same issue

LR Classic, Photoshop, Photoshop Beta all fine.

How do we get LR up and running and how do we get assistance from Adobe?
