Adobe PS Express and Ligtroom on Windows vs iPhone

How come all the features in Adobe Photoshop Express and Lightroom on my PC (windows) are un-locked (yes, I'm signed in my Adobe profile) but when using these apps on my Iphone, it requires Premium account (=money money) ?

Do you have a creative cloud subscription that you are using for Lightroom on your PC? If so all you need to do is log on your phone with the same credentials. Adobe Photoshop Express is free and does not require a creative cloud paid account. Lightroom however does.
