Black Levels, Gamma Shift in Lightroom Edit View

On my Surface Book 2 and also on my Desktop i have a weird black level shift in my lightroom CC.
The left picture is exported and looks like it should. On my phone i see the correct levels like in export. Also if you pay attention to the miniature picture on the lower filmreel row where it has also the correct black levels. Seems to be a color calibration thing, but i cant fix it.
