Hey, @. Welcome to the Lightroom Community. I'll help you figure this out. What exact version of Lightroom and the Android OS are you working on? Have Lens Blur & masking features worked in the past on this device?
As a test, try launching Lightroom with WiFi to ensure the one-time setup is completed.
If this does not help, log on to Lightroom Web (https://adobe.ly/3xdotLH) and check for all the images synced and uploaded to the cloud. Once everything is backed up to the cloud, try reinstalling Lightroom from the App Store, and let me know how it goes.
