Bokeh preset issue

Hi,i have been using some bokeh presets in lightroom..after applying it i can change the size positiot of bokhe,its work like an overlay..now i have noticed that it doesn't work like an overly..it just get applied,I can't manipulate the effects..why it could be?? Any suggestions please..i have tried re installing installing the presets,even lightroom also i have reinstalled,restored..now way!
