Can you export in a file other than a jpeg, such as tiff or png, on lightroom iPad Pro?

The latest release, 5.1, now has more Export Options and Direct Import

Not yet (except you can also export as original).

So why can you on photoshop?

What kind of question is that? Photoshop is an entirely different app, that works with RGB files, not RAW files. What works in Photoshop does not necessarily work in Lightroom too, and vice versa.
